According to Xinhua report: Beijing,18 Oct, the 19th CPC National Congress, President Xi Jinping pointed out thatthe reform of the system of ecological civilization should be accelerated to build a beautiful China.

President Xi said that human beings and nature are the community of life. Human beings must respect, conform to and protect nature.

Also, President Xi mentioned that the ideal modernization is a harmony and symbiosis combination between man and nature, that is, to create more material and spiritual wealth to meet the growing needs ofthe people for a better life. It is also necessary to provide more high-quality ecological products to meet the growing needs of the people for a beautiful ecological environment. We must adhere to the principle of giving priority to conservation, protection, and natural recovery in order to form a space pattern, an industrial structure, a mode of production, and a way of life that can save resources and protect the environment, as well as calm,harmonious, and beautiful nature.

Firstly, to promote green development.

We will speed up the establishment of a legal system and policy guidance for green production and consumption, and establish an perfect economic system for the development of green and low-carbon circulation. We will build a market-oriented green technology innovation system, develop healthy finance evironment, and expand energy conservation and environmental protection industries, clean production industries, and clean energy industries. We will promote the revolution in energy production and consumption, and build a clean, low-carbon, safe and efficient energy system. We will promote comprehensive conservation and recycling of resources, implement national water-saving actions, reduce energy and material consumption, and achieve circular linksbetween production and living systems. We should advocate a simple, moderate, green and low-carbon lifestyle, oppose extravagance, waste and unreasonable consumption, and carry out such actions as creating conservation-oriented organs, green families, green schools, green communities, and green travel.

Second, efforts should be made to solve outstanding environmental problems.

We will insist on the principle of joint governance by the whole people, prevent and control air pollution at its source, continue to carry out air pollution prevention and control actions, and win the battle to defend our blue sky. We will speed up the prevention and control of water pollution and implement comprehensive management of theriver basin environment and coastal waters. We will strengthen the control and remediation of soil pollution, strengthen the prevention and control of agricultural non-point source pollution, and carry out actions to clean up the rural residential environment. Strengthen solid waste and garbage disposal. We will raise the standards for pollution discharge, strengthen the responsibility of polluters, and improvesystems for environmental credit evaluation, mandatory disclosure of information, and severe punishment. Construct the environmental governance system in which the government is the leader, the enterpriseis the main body, the social organization and thepublic participate together.Active participation in global environmental governance, implementation of emission reduction commitments.

Thirdly, it is necessary to strengthen the protection of ecosystems.

We will implement major projects to protect and restore importantecosystems, optimize the ecological security barrier system, build ecological corridors and biodiversity conservation networks, and enhance the quality and stability of ecosystems. The demarcation of three control lines for ecological protection, permanent basic farmland andurban development boundaries will be completed. We will carry out actions to afforest the country, promote comprehensive management of desertification, rocky desertification and soil erosion, strengthen wetland protection and restoration, and strengthen the prevention and control of geological disasters. We will improve the protection system for natural forests and expand the conversion of cropland to forest andgrassland. We will strictly protect arable land, expand fallow trials, improve the recuperation system for cultivated land, grasslands, forests, rivers and lakes,and establish a market-oriented and diversified ecological compensation mechanism.

Fourth, it is necessary to reform the supervision system of the ecological environment.

Strengthening the overall design, organizationand leadership of the construction of ecological civilization, setting up state-owned natural resource assets management and natural ecological supervision institutions, improving the ecological and environmental management system, and uniformly exercising the responsibility of the owner of natural resources assets owned by the whole people, It shall exercise all responsibilities for the control of land and space use and ecological protection and restoration, as well as for thesupervision of urbanand rural pollution discharge and administrativeenforcement. We should construct the system of land space developmentand protection, perfect the supporting policies of main function areas, and establish a system of natural protection land with national parks as the main body.We will resolutely stop and punish acts that damage the ecological environment.

President Xi Jinping emphatically pointed out that the construction of ecological civilization has its merits in the contemporary era and benefits in the future.
